The Social Impact Assessment (SIA) under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 is a mandatory study to evaluate how land acquisition affects affected families’ livelihoods, social structures, and access to resources before acquisition can proceed.
What the Law Says
The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 mandates a Social Impact Assessment as a foundational step before land acquisition for public purposes or private projects involving public-private partnerships.
The SIA evaluates the likely impact of land acquisition on affected families — including loss of livelihood, displacement, changes in community structure, access to common property resources, and effects on vulnerable groups like SC/ST communities, women, and children.
It must be conducted by an independent expert body appointed by the appropriate government. The assessment includes household surveys, participatory rural appraisal methods, and consultations with local institutions such as Panchayats.
A public hearing must be held in the affected area within 45 days of initiating the SIA, and the final SIA report must be completed within 12 months from the date of notification of the intention to acquire land.
If the SIA reveals that the acquisition will cause undue hardship or irreversible damage, the government may reject the proposal. The SIA report must also form the basis of the Rehabilitation and Resettlement (R&R) plan, which must cover 100% of affected families.

What to Do
Ensure the Collector issues a preliminary notification under Section 4(1) indicating intent to acquire land.
Engage an independent expert agency to conduct the SIA within 6 months of notification.
Hold a mandatory public hearing in the affected area within 45 days of SIA initiation.
Submit the final SIA report to the State Government within 12 months; it must include R&R plan proposals.
Obtain consent from at least 70% of affected families for PPP projects before proceeding.
