Yes, you are entitled to a full refund if your train was cancelled by Indian Railways, with no deduction for cancellation charges.

What the Law Says

Indian Railways’ refund policy for cancelled trains is governed by official circulars and the Indian Railways Commercial Manual, which have statutory force under the Railways Act, 1989. While the Railways Act itself does not specify refund rules for cancellations, the Ministry of Railways issues binding instructions that operate as delegated legislation.

If Indian Railways cancels your train, you are entitled to a full (100%) refund of the fare paid — including Tatkal and premium fares — with no deduction for cancellation charges.

The refund is processed automatically if the cancellation is announced at least 3 hours before the scheduled departure. If announced later, you must file a claim manually within 30 days of the scheduled journey date.

Refunds are credited to the original payment method (e.g., bank account or UPI) within 7–10 working days for online bookings made via IRCTC.

Statutory Text

In case of cancellation of train by Railway Administration, full refund of fare shall be granted without any cancellation charge.
