Rebuilding a condominium in Japan is governed primarily by the Act on Land and Building Leasing and Management (commonly called the 'Condominium Act'). Unlike ordinary management decisions, rebuilding involves demolishing an existing building and constructing a new one — a major change affecting all owners' property rights and financial obligations.

To pass a rebuilding resolution, the law requires not one but two concurrent majorities: (1) at least four-fifths of the total number of unit owners, and (2) at least four-fifths of the total voting rights (which are generally proportional to floor area owned). Both conditions must be satisfied.

Before the meeting, the management association must provide written notice to all owners at least two months in advance. Owners who object to the resolution may file a written objection within 30 days after the meeting — triggering a special procedure where the association must seek court approval if consensus cannot be reached.
