JapanSafety standards and operating hour rules for highway buses?
Highway buses in Japan must comply with strict safety standards under the Road Transport Vehicle Act and operate within legally defined hours—drivers may not drive more than 4 hours continuously and must take a 30-minute break, with daily driving limited to 12 hours.
What the Law Says
Japan regulates highway bus safety and driver working hours through two core statutes: the Road Transport Vehicle Act (for vehicle standards) and the Act on Prevention of Overwork-Related Health Disorders (for driving time limits). These laws set mandatory technical requirements, inspection schedules, and strict limits on driving duration and rest periods.
All highway buses must meet structural, braking, lighting, and emergency exit standards outlined in the Road Transport Vehicle Act. Vehicles used for passenger transport on highways must undergo regular inspections: a full inspection every 12 months and an intermediate inspection every 6 months.
Driver operating hours are governed by the Act on Prevention of Overwork-Related Health Disorders and its enforcement ordinance. Drivers must not drive more than 4 consecutive hours without taking at least a 30-minute break. Daily driving time is capped at 12 hours, and weekly driving time cannot exceed 90 hours.
Operators must maintain detailed driving logs—including start/end times, rest periods, and distances traveled—and retain them for at least 3 years. Failure to comply may result in suspension of operating permits or criminal penalties.

What to Do
Ensure your highway bus passes the required annual inspection (and biannual intermediate inspection) under the Road Transport Vehicle Act.
Enforce mandatory 30-minute breaks after every 4 hours of continuous driving.
Track and cap daily driving at 12 hours and weekly driving at 90 hours using certified logbooks or electronic recording devices.
Maintain all driving logs for at least 3 years and make them available for inspection by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).
Train drivers annually on fatigue management and regulatory compliance per MLIT guidelines.
