JapanWhat is re-entry permit system for foreigners?
A re-entry permit is a document required for foreign nationals in Japan who wish to leave and return without losing their residence status. It must be obtained before departure and is valid for up to 5 years.
What the Law Says
The re-entry permit system is established under Japan’s Immigration Control and Refugee Recognition Act to allow foreign residents to temporarily leave and re-enter Japan while preserving their current residence status.
Foreign nationals with a valid residence status in Japan must obtain a re-entry permit before departing the country. Without it, their residence status is automatically canceled upon departure — even if they intend to return shortly.
There are two types: a 'single re-entry permit' (valid for up to 12 months) and a 'multiple re-entry permit' (valid for up to 5 years, depending on the holder’s residence status). The validity period cannot exceed the remaining duration of the applicant’s residence period.
Applicants must submit the permit application at a regional immigration office in Japan before leaving. The permit is issued only if the applicant is not subject to deportation or other restrictions under immigration law.
Statutory TextA foreign national who intends to depart from Japan and re-enter Japan after having departed therefrom shall, prior to his departure from Japan, obtain permission for re-entry from the Minister of Justice.
— Immigration Control and Refugee Recognition Act, s. 20 — Permission for Re-entry
Statutory TextThe period of validity of permission for re-entry shall not exceed five years from the date of its issuance; provided, however, that the period of validity shall not exceed the remaining period of stay of the foreign national concerned.
— Immigration Control and Refugee Recognition Act, s. 20, para. 2
