What the Law Says
Japan’s Road Traffic Act sets special requirements for elderly drivers to promote road safety. These include mandatory cognitive assessments, driver education, and voluntary license surrender options.
Drivers aged 75 and older must undergo a cognitive function test when renewing their driver’s license. If they fail or refuse the test, their license may be revoked or suspended.
Drivers aged 70 to 74 must attend a mandatory 'high-age driver safety class' (高齢者講習) every time they renew their license — typically every 3 years.
A voluntary license surrender system exists for drivers of any age, but it is especially encouraged for seniors. Upon surrender, applicants receive a 'Certificate of Voluntary Surrender' (自主返納証明書), which entitles them to local transportation discounts and other municipal benefits.
The revised Road Traffic Act (2023 amendment) strengthened reporting obligations: family members or medical professionals may notify authorities if an elderly driver shows signs of dementia or unsafe driving behavior.

What to Do
Confirm your age group: 70–74 requires safety class; 75+ requires cognitive test at renewal.
If choosing voluntary surrender, visit your local Driver’s License Center with ID and original license.
Submit the 'Application for Voluntary Surrender' form and pay the ¥1,900 administrative fee.
Receive your Certificate of Voluntary Surrender within 3 business days — keep it for transit discounts and municipal benefits.
Notify your local city office (ward/city/town hall) to register for senior mobility support programs.
