In Japan, you cannot legally register or drive a car without a valid garage certificate (shako shōmeisho), which proves you have a designated parking space meeting local regulations.
What the Law Says
Japanese law requires proof of off-street parking before a motor vehicle can be registered or used on public roads. This is enforced through the 'garage certificate' system under the Automobile Garage Law.
The Automobile Garage Law (Jidōsha Shako Hō) mandates that anyone who owns or uses a motor vehicle in Japan must have a designated parking space that meets specific size, location, and accessibility requirements. This applies to all passenger cars, trucks, and motorcycles over 125cc.
You must obtain a garage certificate (shako shōmeisho) from your local prefectural government office before registering a vehicle with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). Without this certificate, the transport office will reject your application for vehicle registration — meaning you cannot legally drive the car.
The law also prohibits using a vehicle without a valid garage certificate, even if temporarily registered elsewhere. Violation may result in fines or refusal of registration renewal.

What to Do
Confirm your parking space meets legal requirements (min. 2.0m × 4.0m for standard cars; no shared or public road use).
Apply for a garage certificate at your local prefectural transport office or designated municipal counter.
Submit documents: ID, vehicle info, land/lease agreement, and site diagram/photos of the parking space.
Receive the certificate within ~1 week; then proceed to vehicle registration at the MLIT transport office.
Renew or reissue the certificate if you move or change parking locations — it’s tied to the vehicle’s registered address.
