What the Law Says
The Package Holidays and Travel Trade Act 1995 protects consumers who book package holidays in Ireland — including services like airport transfers when bundled with accommodation and transport.
Under Section 20 of the Act, a travel trader (including a travel agency) must perform all services promised in a package holiday contract with reasonable skill, care, and diligence.
If the agency fails to provide a promised service — such as an airport transfer — this is considered a breach of contract. You are entitled to either a price reduction or compensation for the loss suffered.
The law applies only to 'package holidays' — defined as a combination of at least two of the following: transport, accommodation, or other tourist services, sold or offered for sale at an inclusive price and covering a period of more than 24 hours or including overnight accommodation.

What to Do
Contact the travel agency in writing within 7 days of returning home to complain about the missing transfer.
Request a fair price reduction or compensation — e.g., the cost of arranging alternative transport.
If unresolved, escalate to the Commission for Aviation Regulation (CAR), which enforces the Act.
Keep all booking confirmations, receipts, and correspondence as evidence.
