What the Law Says

The Travel Agents Act (Cap. 334, 1998 Rev Ed) applies only to licensed travel agents who arrange or sell travel services — including cruises — on behalf of consumers. It does not govern the operational conduct of cruise lines themselves.

Section 11 deals with the handling of customer money by travel agents, requiring them to hold deposits and payments in trust accounts until services are rendered. This protects consumers financially but does not create liability for cruise quality or experience.

If your cruise was booked through a Singapore-licensed travel agent, that agent may be accountable under the Act for misrepresentation or failure to deliver agreed services — but the cruise company remains subject to its own contract terms and international maritime law, not Singapore’s Travel Agents Act.
