What the Law Says

South Korean law requires manufacturers and importers to promptly repair, replace, or refund recalled consumer products at no cost to consumers. Strict deadlines and obligations apply.

Under the Framework Act on Consumers, businesses that manufacture or import defective products must take corrective action—including repair—when a recall is ordered or voluntarily initiated. The Act mandates that the responsible business entity must notify consumers and provide remedies without delay.

The Enforcement Decree of the Framework Act on Consumers specifies exact timeframes: the business must respond to a consumer’s repair request within 15 days and complete the repair (or provide replacement/refund) within 30 days from receipt of the product. All costs—including shipping—must be borne entirely by the business.

Consumers are protected for up to three years from the date of purchase if the defect arises from manufacturing or design flaws. This liability period applies even if the recall occurs after the warranty expires.
